Opportunity Overview
Security is a critical infrastructure in the UK, yet much of the manned guarding sector remains operationally fragmented. Staffing is often reactive, reporting is inconsistent, compliance visibility is limited, and data is largely unstructured. As compliance scrutiny increases and HMRC PAYE enforcement reforms reshape labour economics, legacy operators are being forced to modernise or exit.
Salibo has been built to address these structural weaknesses.
Founded by Nouh Salibo after frontline experience across retail, transport, nightlife and construction environments, the company approaches security as a systems problem rather than a manpower supply issue. With a background in Medical Genetics from Queen Mary University of London, Nouh applied structured thinking to design a platform that delivers real-time responsiveness, professional workforce treatment, and audit-ready operational data from every shift.

Salibo is building an integrated AI-enabled security operating system that combines
- On-demand deployment of SIA-licensed officers
- AI CCTV threat detection
- Multilingual voice-to-text incident reporting
- Digital credential and right-to-work verification
- Live Business Intelligence dashboards
Each deployment generates structured, machine-readable data that feeds compliance reporting, risk analytics, and a continuous learning loop that refines threat detection, deployment decisions, and performance benchmarking over time. This transforms traditional guarding into intelligence-led, progressively improving operations.

Traction and Governance
- Delivery at Notting Hill Carnival
- Pilots at Copeland Park and Box Park
- 200+ licensed officers onboarded; 800+ in pipeline
- ISO 27001-certified governance framework
Salibo is supported by a strong board including Christina Thakor-Rankin (NED and investor), Neil Yeomans (Chair and Finance), and Liam Charalambou (Legal and Governance), providing structured governance, regulatory oversight, and institutional readiness.

Team
Salibo is led by Founder and CEO Nouh Salibo, who drives product strategy, partnerships and commercial execution, advancing the BI dashboard, digital credential wallet and AI CCTV programmes while converting pilots into structured revenue.
The leadership team includes:
- Chandresh Shah (Chief Financial Officer), 30+ years of senior finance experience, overseeing financial governance, budgeting and capital strategy.
- David Chihai (Growth and Operations Manager) scales regional delivery and converts pilots into repeatable, multi-site agreements through strong onboarding, training and quality control.
- Harshil Malaviya (Product and Technical Lead), architects the platform and data infrastructure, embedding privacy-by-design, instrumentation and experimentation frameworks.
- Kahina Belamri (Social Media Manager) leads digital positioning and content systems to build sector authority and consistent demand generation.

Product and Commercial Integration
Salibo’s SaaS capabilities are structurally embedded within staffing workflows rather than operating as standalone tools:
- AI CCTV detection (shoplifting, trespass, fights, weapons)
- Voice-to-text incident reporting tied to each shift
- Digital credential wallet for licence verification
- Centralised BI dashboards for compliance and performance oversight
Because SaaS functionality depends on staffing data, recurring revenues scale with operational deployments, creating defensible unit economics and long-term contract stickiness.
Business Model
- 25% commission on client staffing spend (~£60 revenue per 12-hour shift)
- £50 per camera/month AI subscription
- SaaS revenue embedded within staffing contracts
- Margin expansion driven by automation and data leverage
Target: £20m revenue by 2030 with ~36% net margin through operational scale, SaaS penetration and workflow automation.
Market Opportunity
- UK manned guarding sector: £10.5bn
- English-speaking markets: ~£60bn
- Global market: £200bn+
The industry remains largely analogue, creating opportunity for digital consolidation and intelligence-led transformation.
Skills Sought
Salibo is seeking investing NEDs who can contribute both capital and strategic capability in
- Capital strategy and structured fundraising (SEIS/EIS and scale-up rounds)
- Enterprise sales expansion and strategic partnerships
- Governance, regulatory, data governance and AI compliance
- Scaling venture-backed or technology-enabled businesses
- Board discipline and institutional readiness
Board Role
The Investing NED will provide independent oversight, strategic guidance and commercial challenge, supporting fundraising strategy, strengthening governance, expanding enterprise relationships and preparing the business for structured scale.
